I've run disk cleanup utility. Seriously, it takes five minutes for it to boot. What things can I check/do?
First, go on ebay and get at least another 256MB ram chip for your pc. You should be able to get one off ebay for around $3 and that is including shipping. If you can afford $5 then get a 512MB chip.
Then, Download
The following iso listed below. It is the latest version of the
Kaspersky rescue disk. You need to burn it to a CD with a program like
Imgburn (Which is also FREE like the iso file). Then you need to boot
from the CD and run the scanner.

If you had any viruses or malware slowing you down before you should be in pretty good shape if you run and install all of these programs.

try uninstalling a few unnecessary programs

Try this:
1. Click the Tools menu, and then click Internet Options.
2. On the Advanced tab, click Reset.
3. In the Reset Internet Explorer Settings dialog box, click Reset.

you got a cheap laptop. maybe from walmart or some other store that was selling it for about $400. It doesn't have a processor that you can switch out. I'm sure it's horribly slow for Visa, so my advise would be to sell it and get something with a dual core.

A) Remove ALL Power. Remove the AC adapter (Charger), and Battery.
Laptop closed, work on a table.
(Not a bed, couch, or directly on a carpet floor. She said what? Oh,....well put a clean, static free towel on the table, to prevent scratching it, and the laptop)
Turn the laptop over. Remove the screw/s that hold the Memory Compartment Panel, on.
Remove all Ram Memory module/s. ('Stick')
Ease the spring clips out at the top. When both spring clips are brought out, the ram memory module will pop up a little.
Remove the ram memory module AT THE SAME ANGLE it is in.
If you bring it straight up, you will damage the gold plated contact pins, on the ram memory module, and also the contact pins in the ram memory slot.
Handle the ram memory module by the BODY.
The Body is everywhere on the ram memory module, except the gold plated contact pin at the bottom.
The Body is coated with a see-through protective plastic.

Note the Side Notches. This is where the spring clip's 'bumps', go into.
Note the bottom Locating Notch. It is actually off to one side.
The Locating Notch lines up with a Locating lug, in the bottom of the ram memory slot.
Means it can ONLY be installed in one direction.
Use a pencil eraser, and clean the gold plated contact pins.
If using an eraser on the end of a pencil, and not a solid eraser, refrain from letting the metal band at the end of the pencil, contact those gold plated contact pins.
Gently rub up, and down on EACH contact pin. BOTH sides. Doesn't take much to remove the 'corrosion'. Don't run too hard.
They won't be bright, and shiny when you are done, but I assure you that you have cleaned them.
(Doesn't take much 'corrosion' to make a bad contact. I use 'corrosion' in marks, because Gold isn't supposed to corrode)
Use air to remove the eraser dust. If you have a can of compressed air for computers available, use it. If not air pressure from your mouth will be sufficient.
Reinstall all ram memory modules. Replace the Memory Compartment Panel, then turn the laptop over.
Reinstall the Battery, and AC adapter. Then plug the AC adapter into power.
WAIT 1 minute, turn the laptop on.
