How do you change the cutter bar bearings on a delta 12 inch planer

Do you mean replacing the cutter head drive belt?

With power off start the ribbed belt on the motor pulley, insert allen wrench into cutter head shaft. slowly rotate cutter head while feeding belt onto cutter head pulley. While rotating head, alternate between pulleys feeding it on one rib at a time. Softening the belt in hot water is NOT necessary to install the belt in this fashion.

in my experience with this planer there isn't a locking mechanism. I have included a link for a parts diagram and you can see there isn't any replacement part for a locking mechanism. I would pull the cover off and see if the screw thread is rusted or seized from non-use over the years. You might oil the bearings at top and bottom of the raising screws!

It is involved so I recommend going to "dewaltservicenet.com" and under manuals on the left hand side type in your model number and it will redirect you to a page so that you can download the owners manual, it is 17 pages long and the area you need is around pages 10-11 which deals with blade changing. REMEMBER to unplug the tool before starting this. Let me know if you need more assistance

I have a 12" Portable Planer Delta Model 22-540 - Planer will not feed the stock.

Select the model number I looked at a type 2 and click on it on the next page find instruction manual on the left hand side and I did have to click 2 times before it brought it up but it is there I just read part of it.
