As long as you provide a variety of perches in your bird's cage, the choice of which to use for sleeping is up to your bird. Your bird most likely knows, instinctively, where they want to sleep. The only type of perch I would recommend not allowing your bird to sleep on is a sandpaper perch. My personal favorite perch style for sleeping is a Booda perch.
I recommend getting
at least one medium-sized natural wood perch, one rope perch (again medium
size), and one other type of perch - maybe a therapeutic perch or a second
natural wood perch. Here are some good
examples for your Parakeet.
You should have a minimum of 3 perches - one for sleeping, and two others made of different materials and of varying sizes. This will give your bird enough variety without overcrowding the cage.
Manzanita perches are natural wood perches. I would highly recommend this type of bird
perch. The uneven surfaces of the Manzanita
perch mimic your bird's natural environment.
They are also great for building strong feet and leg muscles.

Even though budgies are quite small, they are very active
and need space to fly around and exercise.
Budgies need a minimum cage size of 18"x18"x24". Here is a sizing chart that should answer any

brands of cages to buy.
