If it has a spark then try spraying some starter fluid on the air filter. If it attempts to run then the carburator is stopped up. If it doesn't then you most likely have low compression. Remove the spark plug and screw in a compression tester and pull the starter a few times. It has to have no less than 70 psi to fire and run. 90+ would be even better. If it is 50 and below try pouring a little oil in the spark plug hole and repeat the test. If it improves a little then you have a scored cylinder or piston or stuck or broken piston rings. If all is as you say you now need to check that it is mechanically sound, remove the muffler and check the condition of the piston through the exhaust port, any signs of scuffing or damage to the piston and the machine will have to come apart to assess the damage.

Seeing a lot of fuel line problems due to ethanol. Make sure your fuel lines and primer lines are in tact. If the fuel line has broken, you may also need to clean out the inlet screen in the carburetor which can also become clogged.

You have to take the bowl nut off he bottom of the bowl and clean it with a small wire or torch cleaners. Try not to allow the bowl to drop off the carb, the float drops down and the needle might come off the float.
