You have to replace water heater.
But you can buy-time if leak is small by turning heater off except when you need hot water. This will give you 30-60 days to shop and find best heater.

drain valve must have already been leaking, that's why someone put the cap on. It's ok to cap the drain but never the pressure/temp relief. If the water is coming out of the drain (not around it) you could either replace the cap or the drain valve to stop the leak - otherwise it's time for a new water heater.

As joe explained tape or pipe dope would be recomended also there should be a seal inside the ends of the short pipe. make sure that seal is seating squarely on the pipe as to make the proper seal it may behoove you to actually take it back loose and visually inspect the rubber seal inside the nut to make sure it is not damaged or defective.

If water is leaking from a pipe. then replace or repair the pipe or fitting. If the leak is coming from the unit itself, then replace the unit. Hope this helps.
