Could you please check the music bitrate you downloaded to your PSP? It should have at least 128 or 192 as its bitrate value to get a decent sound.
Also do not set your PSP volume too high as it may hurt your hearing (when using headphone) or it may hurt your PSP system speaker (when not using headphone).
I recommend you to always enable the AVLS (Automatic Volume Limitation System). You can always choose to activate/deactivate AVLS from the System Settings menu.
