what indicator light is on? is it OV? if so, then the power supply is under over-voltage protection and you can reset it by turning the OV knob (second from the left) to maximum position, and then power cycle it. Make sure there is no load connected.
these are not very accurate but your reading are out of spec. definitely check probe and also leave it for some time and then check measurement (5 min or so) maybe it needs longer top stabilize temperature (K type) uses mV for calculation and therefore cannot be adjusted without adjusting mV DC setting also (if that is possible on this meter)
To calibrate DMM you need precision AC/DC Voltage, Current and Resistance source (read: expensive calibrator) and standard Capacitors and Inductors or LCR meter and that is just a start. To adjust it you will probably have to guess what pots are for what function because these cheep meters have no adjustment procedure. Your call.
