some bikes are like that. The rear wheel only spins with the pedals. Try pedaling backwards and see if the wheel goes back. If it does then that is normal.

Local bike shop determined that both wheels were defective. I took the junk back to Walmart and got a refund... PROBLEM SOLVED!!

It seems to me and my bike friends that the front tire is too close to the pedals. Anytime I turn depending on where my foot pedal lands, my foot hits the front tire and I come to an abrupt stop which sometimes I have fallen.
Here's another thought. It is possible that the bike is assembled wrong and that the front fork is on backwards. To correct this you would have to remove the brakes from where they are attached to the fork, and loosen the handlebar stem. Turn the fork around 180 degrees (keeping the handlebars in the correct position). Then tighten the handlbars and replace the brakes on the front side of the fork.
Is it possible to put a longer fork on my mongoose?
