Drive belt for pl-600 turntable has stretched and will not drive at proper speed
The belt size in most likely 23.6" although you should measure it first. Just lay the original belt on it's side, doubled up, pressing it down on both ends. You can tape the belt down for a more accurate measurement. Then you just double that number for the correct size. You can obtain this belt from mcmelectronics.com.
There's lot of sellers on E-Bay selling new belts have you tried there?
Also Curry's Partmaster website.
PS make a note of how it fits before you remove it. There's nothing worse than getting a new belt to fit when your not certain where it goes.

Lift off the platter mat, then lift off the platter from the spindle - gently.
Underneath the platter is a sub-platter around which you place the belt - it should be held there by the stretch of the belt while you turn the platter back up the right way and place it back on the spindle.
Turning the platter by hand, you should see a small pulley come into view through one of the holes in the platter. You then stretch the belt slightly so that it slides over the pulley. Take care not to twist the belt while doing this.

I have a Linn LP12. At least in the case of my turntable, that's just how you are supposed to use it (i.e. this is what the manual says). You could get a replacement belt f you like, but I would guess it will not make a difference - that is, I think you do not need a replacement belt.
However, in my case I don't have to be very careful about the start-up push on the turntable, just one tweak to get it rotating at about the right speed is enough in my case.

the may be a 'dead spot' on the motor, try to jump start it by spinning it with your fingers several times. it's a longshot but it might work

Download the manual free at http://www.nodevice.com/user_manual/pioneer/other_home_component/pl-990.html
There are instructions there and pictures showing how to attach the belt.

Replace the speed selector switch, if you can still get one...They were prone to oxidation caused by gasses emitted from the rubber foot close by... The Pioneer remedy was change switch AND rubber foot for a neoprene one

Drive Belt
The chances are the rubber drive belt
has either broken or stretched so that it has fallen off the drive
pulleys.
You will need to gain access to the
underside of the turntable to replace it.
With most turntables the process will be
to secure the tone arm (a rubber band will do the trick) before turning the
whole thing upside down and unscrewing the base.
Replacement drive belts are easily
available on the internet. Search by make and model number of your turntable
