Try to use another installation disk.your disk might got a problem..
Uninstall again, George. Correct approach this time.
In Add/Remove Programs uninstall anything, associated with the HP PhotoSmart C7250 All-In-One Printer.
If it asks you to restart your computer -> NO.
Close all windows, go back to your desktop screen. Turn the computer off normally.
UNPLUG the computer from power, AT the surge protector, NOT at the back of the Power Supply)
Now get that printer unplugged from the computer. (Printer off. Then unplug printer from power)
Press the Power On button in, and hold it in for a count of 10 seconds. (And I mean at least 10. Count)
Let go of the Power On button.
Do this same procedure two more times.
What you are doing is clearing CMOS Error Codes, and resetting BIOS Setup back to the factory default settings.
Plug the computer back into power. WAIT 1 minute, turn the computer on.
Load the software.
NOTE*
Before loading look at the software disk at an angle.
Do you see scratches, dust/dirt, etc? If dust/dirt, wipe the disk off properly.
Use a cloth designed for cleaning CD disks. WIPE across from the inside edge to the outside edge. Yes, several places until the entire disk is clean.
Do NOT go round, and round on the disk.
If scratched set the disk aside. I will give you the link to the software on HP Support. Download AND install it. Do not know how? Hit me up in a Comment, I'll guide you.
Windows running, software loaded?
Go to the All-In-One. Open it as you would to replace the cartridges.
Now close it. Now plug it into power.
Wait until you hear it reset itself. (Cartridge carrier goes across, then back to home. Printer performs checks, then ON, LED light is lit)
Now plug the printer's USB cable into the computer. Wait a few seconds.
You should get a pop-up out of the system tray, at the bottom of your monitor screen, "New Hardware Found"
Then another one, "Found Photosmart ya-da, ya-da"
You didn't have the drivers installed BEFORE you plugged the printer in.
Drivers: Small pieces of software that allow the Operating System to communicate with a device.
Some O/S examples; Windows XP, Windows Vista, Windows 7.
Device in this case is that printer.
When a new device is installed Windows 'breaks it's neck', to find suitable, matching drivers. If THE drivers are not there, Windows will match up one of it's THOUSANDS of generic, one size fits all, drivers.
This = No.
When a printer is installed on a computer, it is -> Imperative that the drivers are installed F-I-R-S-T, then the printer. USE INSTALLATION DISK first, should be all over the printer, and the Quick Guide.
In fact, don't even scr3w with the Installation Disk again. Let's use the software provided by HP Support,

Since you did not state what O/S you are using, I will use Microsoft Windows XP as an example. Left-click on the blue Down Arrow to the right of the box, then click on the appropriate Operating System.
Now left-click on Next in the blue rectangle.

Left-click on the + sign to the left of, Driver-Product Installation Software (3)
Left-click on - HP Photosmart Full Feature Software and Drivers
Scroll the page down a little. Under the bold heading, Details and specifications, left-click on the blue -

A small window will come up on the right. (May take a second, or two)
Opening 100_228_PS_AIO_02_Full_Net_enu-NB.exe
Left-click on Save File.
A small window will come up on the left. IN the wording at the top of the window, tells you where this file will download to.
Suggest you write it down.
It may have Desktop, or My Documents, or Downloads, in the wording.
(IF you are using any version of Windows XP.
IF Vista versions, or Windows 7 versions, it will have;
Desktop, Documents, or Downloads, in the wording)
Desktop: The file will be on your desktop screen.
My Documents: Left-click on Start, then My Documents
Documents: Left-click on Start, then on My Documents. DOUBLE-click on Downloads.
[ Vista and Win7:
Desktop: The file will be on your desktop screen.
Documents: Left-click on the Windows logo button, then on Documents.
Downloads: Left-click on the Windows logo button, then on Documents.
DOUBLE-click on Downloads ]
When you see the file name, DOUBLE-click right on it.
With Windows XP the Installation Wizard will appear. Click on Next, Next, and Finish, at the bottom.

Software loaded DO NOT restart the computer. Close all windows, go back to your desktop screen, turn the computer off normally. Perform the open/shut of the printer. Plug the printer into power. Wait for it to reset, then plug it into the computer. Plug the computer into power. Wait 1 minute, turn the computer on.

Usually answered in minutes!
Uninstalled again and loaded with CD that came with the printer. This time Digital Imaging Monitor and Photosmart Essentials icons were loaded. HP Solution Center is loadedbut no icon appears. When I try to open Solution Center message appears saying it cannot find a HP device and is closing.
