Actually, that is the purpose of that filter. These filters keep the dirt, and debris from entering the vacuum motor, making the repair cost much higher. You can rinse this filter, let it dry and use it again. That filter is also inexpensive, so that you are encouraged to replace it often, But I have included a link to your owner's manual if you need anything else.. or contact me and I will try to help more.

Check where there is suction...is there good suction at the hose...at the back of the vacuum. Knowing where there is good suction will help you know where there might be a clog or any resistance. Bissell also has a fairly good customer support line...I believe the phone number might be on the vaccuum possibly in the back.
