Both of my 18v and 12V chargers stopped charging. The 18V one is for a B & D trimmer and the 12v one is for a B & D drill. They charged last time but the next time they did not work. Neither of the Red and Green lights no longer light up. This indicates that the chargers are faulty. (If only the battery was faulty, then one of the red/green lights on the charger should still have been lit). I confirmed that the batteries do accept some charge by independently test-charging them with this bench power supply: http://www.altronics.com.au/p/m8303-powertran-30v-3a-regulated-bench-top-power-supply/ However, I found that the 12V battery needs replacing since it only reaches 10V, no matter how long it is charged.
I fixed my charger, see here: http://www.fixya.com/support/t24147879-b_amp_d_firestorm_18_volt_charger_model

Either the charging adapter is faulty or the battery is worn out.

If the recharageable battery is more than 3 - 4 years old then the battery could be worn out.Rechargeable batteries have a finite number of charge and discharge cycles andwill lose their charge capacity over time, i.e. won't charge to 100% andgradually the charge reduces until the battery won't charge up at all. OR Thebattery shows a 100% charge but when the adapter is disconnected the batterydrops off to zero capacity in a very short time. If the battery drops to anunacceptable charge level then the battery needs to be replaced.

SOURCE: Black and Decker Cordless Drill Chuck stuck in full open position

I'd put penetrating oil in it and tap the chuck with a plastic hammer. That should free it up.

How do I re-charge by Black & Decker 12v cordless drill?

If it is a Ni-CD / NI-Mh battery, please fully discharged and fully charged it to prevent "Memory effect".

If it is a Li-ion battery, please charge it before you use it.

Please keep in mind that, please fully charge a battery when you store it. And, charge it again every two months.

My Black and Decker Drill and Hand Saw have brand new battery pack and brand new charger to BE SURE battery is fully charged but still don't work

it is probably the brushes on the motors are wore out or stuck and not making contact. pretty much junk unless you feel confident enough to attempt repair.

Black and decker drill runs slow

Its much more likely that your batteries are not charging up properly. Ni-CD batteries suffer from 'memory effect' and can appear fully charged when only 70% charged. Also they lose charge when being stored. Do not short them out to discharge them! Wait until the drill complains that they are flat and then recharge them rather than when they first start to slow down. Do not let become completely flat (less than 1 volt).

How do you know when a black and decker battery's life is over

Normally when it will no longer hold a charge, that is, no matter how long you charge it, the battery goes flat very quickly. This happens sooner with Ni-Cad batteries than with Li-Ion.

How long is the charging time for a Black & Decker CD12C Type2.

Won't charge fully

If your warranty has expired, you're best off buying a new drill. Replacing batteries will quickly add up to the cost of a new drill.

I know they cost a lot more, but, if you want something that will last a lot longer, look at a Milwaukee, DeWalt, Makita, Bosch, Hitachi for your replacement. Milwaukee actually guarantees their LiIon batteries will last 1,000 charges or longer.
