Terrible sequence. You should load windows on the old bios the flash the new bios.
Did the windows installation complete? What keeps restarting the windows installation or the boot process?
If the boot process keeps restarting try running the check disk utility.
To run the check disk utility you will need a repair disc ora operating system disc. Put the disc in the cd drive and boot fromit. You want to get to the Dos Command Prompt (Black screen with whiteletters) and type the following command: chkdsk /r
Check disk will run well over an hour or two and you will notice thepercentages going from high to low, this is normal. Let it run tocompletion. Then reboot machine.
If check disk fails to solve your problem you might have to reinstall windows.Try doing a Repair Install that way you don't loose your data, documents, music, pictures, videos or programs.
In windows xp you get to the dos command prompt by selecting R for repair whenthe options appear.
In Vista and Windows 7 you want to get to the recoveryconsole and look down at the bottom of the window for the Dos Command.
SOURCE: Toshiba Satellite U405-S2824 startup beep code error
The beep you hear is a BIOS Beep Code. The computer's way of telling you something is wrong, and a general area to look into for it.
A short repeated beep over a long period, usually indicates a Ram Memory problem.
Remove ALL power to the notebook. Remove the AC adapter (Charger), and Battery.
Suggest you remove all ram memory modules, and clean the gold plated contact pins at the bottom.
Use a pencil eraser. If using an eraser on the end of a pencil, and not a solid eraser, refrain from letting the metal band touch the contact pins. Reinstall the ram memory module/s.
Reinstall the Battery, then the AC adapter. WAIT 1 minute, then turn the notebook on.
Post back in a Comment as to the results.

AS YOU ON THE SYSTEM AND EVEN BEFORE WINDOWS
STARTS KEEP PRESSING THE F8 KEY CONTINUEOUSLY. A MENU WILL APPEAR. SELECT SAFE
MODE AND ENTER. WINDOWS WILL LOAD IN SAFE MODE. THIS WILL SOLVE SOME OF YOUR
PROBLEMS. NOW RESTART THE SYSTEM IN NORMAL
MODE.
IF THIS DOES NOT WORK SELECT "LOAD WINDOWS
WITH LAST KNOWN GOOD CONFIGURATION " AND THEN RESTART. THIS WILL SURELY
SORT OUT YOUR PROBLEM.
PLS REPLY OR COMMENT. THANKS
