Ive looked internal to the shaft that should rotate due to the cord pull and can see a light colored part internally that appears to be hitting against an external metal encasement part. both rotate, the plastic looking part inside the metal part. I can actually push the lighter part slowly pulling the cord and the cord will releas until the part hits again and stops which is not at the same place all stops taking place within one full rotation.....once i let go of the cord, it returns and has not done anything to fix the problem..

there is one hidden screw under the label. fell with your hand the label where the screw located.

check both ends of shaft, they're usually a hex or torx head. sometimes the can strip or even snap off. if you find noticable damage replace the shaft

Depending what make and how old the machine is,usually there is a torx screw in the middle of the clutch drum(metal part that rotates).you will need to use a piston stop,to stop the engine turning while trying to undo the torx screw. i am assumig the starter is in front of the engine not at the back. once the screw is undone the clutch will come off and so will the starter cover. neil

The only way to access the bottom of the metal shaft is to break it. This is fused on at the factory. It sounds like your flexshaft has twisted in two. Remove the flex shaft from the engine end and see if it is in one whole piece or is damaged in someway. If it rotates at the top but doesn't rotate at the string head this is probably the problem. However, Homelite no longer offers just the flex shaft for purchase. You would probably have to purchase the shaft and the tube as a unit.
But if you are saying the spool and string is not turning at the bottom it could be that the cup which holds the string has worn and can not longer be turned by the shaft. Replace the cup that holds the string.
Another possibility is that the shaft have moved forward, away from the engine and just need to be jammed back in, and retightened (the handle grip and the boom clamp).

The problem may not be in the clutch assembly, if you took the engine apart you would have noticed a lot of debris if a lining had been stripped off. I would start with the lower flexible shaft assembly. This is probably where you will find something that is noticeably worn.
