Get you a can of Computer air at walmart and purchase you a cork that is smaller than the tube make sure the cork will insert at least half way into your drain tube. Now preparation the air tube on the air can has a stem that either inserts into the can or is built in. Preferably purchase the one that is built on to the can. make the air can stem a hole in the cork small enough where you have to force threw the center of the cork the air can stem making sure it goes all the way threw the cork and blow it once or twice to make sure during the insertion it did not get clogged. after all this insert in into your tube and with several blasts form the can MAKING SURE CAN IS UPRIGHT of air this should dislodge any debris in the line clearing the clogg repeat process till clear.

What I use to clear out clogged defrost drains is a turkey baster and hot water. You can get them for a few bucks at any grocery store. I have one I modified with a length of 1/4 plastic icemaker line so I can get it down into tight places. Some defrost drains are recessed so you can't get to them very well with the baster, but having the plastic line as an extension can make for quick work when clearing a defrost drain.
Take some hot water in a container like a pyrex measuring cup draw the water into the baster and then use it to melt the ice coating over the drain and then you can work your way down into the drain to the point where you can use the baster almost like a plunger of sorts. And once you get the drain unpluged, pour more hot water straight down the drain and flush it out.
The only thing to be careful of is this- if you try to use REALLY hot water, when you draw it up into the baster, it will want to shoot back out at you, so be careful!

More than likely the working end of that drain tube is located just above the compressor where the water can drip into a pan on top of the compressor and help keep the compressor cool.Get some compressed air and blow it out at that point AFTER you thaw out the ice box.

You get to it from the freezer. Remove the back wall in the freezer and you will see it there. Unclog it with some wire or check to see if it has ice over it.

This sounds like it is not defrosting, plus the drain may be clogged not letting the water drain. The drain clog will not block the fan, but not defrosting will.
