Take the thread completly off the machine and rethread it making sure it goes thru the tension wheel properly.
FYI Loops on the bottom-- Problem is in the threadding.. Loops on the top, problem is with the bobbin.

Top tension about 4 or 5, make sure the presser foot is up when you theread the machine, make sure you can just pull the bobbin thread through with some slight resistence, if it is too tight slacken the screw on the bobbin case a quarter of a turn at a time anti clockwise.

Hello,
If you have Increased the upper thread tension on your machine, try these solutions.
* Decrease your bobbin tension if your sewing machine allows you to adjust it. Consult your manual.
* Re-thread your bobbin, It may be threaded incorrectly.
* Reinsert your bobbin, It may be inserted incorrectly.
* Change your thread. If your upper thread and bobbin threads are different types, try using the same thread for both.
I hope this helps.
