Remove the float bowl on the carb and remove the debris from the float bowl. Also in the very bottom of the carb where the float bowl attach nut screws in there is a jet. Take some carb cleaner and shoot into the hole to remove any debris from the jet.
I note you say you changed the spark plug. Is the problem fuel or spark related? It appears to be a fuel issue.
Also if we have to go beyond this post and I will gladly do so to resolve your mower problem. (I have over 40 years of hands on and in shop experience.) I really need your engine model number vs the Mower model number after this. Toro uses 2 different engines on that model of mower.
Thanks for choosing FixYa.

If you have confirmed "no spark",and spark plugs replaced but still make no difference, then maybe you have a bent switch arm . It is the arm the brake cable attaches to on the engine. If it appears bent away from the engine- bend it back. If not, it is either the coil or possibly the kill switch . If you have an ohmmeter- with the bail pulled, the little spade terminal that hooks to the coil should not be grounded. Also check the kill switch wire and voltage. If its loose, its confirm kill switch issue.Wiggle the kill switch wires and reconnect properly. If its not the problem, then it sounds like the coil has gone bad. Try cleaning the ends of coil where it meets the fly wheel. Any rust or corrosion will dampen the spark.Check for an ignition spark presence by first removing the spark plug with a spark plug wrench, then grounding (allowing to touch) the hexagonal metal part of the spark plug with a bare metal part of the engine (such as the metal cooling fins just adjacent to the spark plug). Also check if air filter is blocked, remove air filter then try to start with out filter.

This will help.Thanks.Helpmech.

check your mower for interlock switches that might interupt spark for safety reasons.
A chute switch or something like that. Check your owners manual for troubleshooting.
Unplug the keyswitch and try pull starting to rule out a bad switch.
If it still doesnt have spark you might need a new coil.
The coil is right under the recoil cover and are fairly cheap.
A set of hand tools and $30-50 for the part should do it.
Good luck and be careful.

I am strictly Briggs&Stratton. They are hard to start when the fuel tank is half empty. Clean the plug and air filter.
