It sounds like the control panel has a short in it for the off button. I did some research on that particular model and it seems that this is a common problem along with the whole panel going out. I did a quick search to see if there was any recalls on that model and didn't find any but I would suggest that you look into it futher. is the control panel functioning at all? And is it being used with natural gas or propane?
It is a natural gas range. everything works! oven starts up but the shut off/ off button won't work.
