Equalizer: Choose one (Jazz seems to be loudest setting but sounds of hallway effect so I use powerful for clarity.)

Also check the audio mixer( right click the speaker icon on task bar) and see the level for wave etc. if its set too low you always hear low volume.
I had the same problem (Windows XP). Here's what worked for me:
Control Panel (using Category View) > Sounds, Speech and Audio Devices > Sounds and Audio Devices > Click the "Volume" tab along the top (if not already there) > near the bottom in the "Speaker Settings" section, click "Speaker Volume" > "Restore Defaults"

Right click on the audio settings, go into the advanced speaker options, and select stereo laptop speakers. It automatically makes it louder.
I had the same problem. Do the above, but also go to Sony laptop setup. There is a simple bass/treble equalizer. Put both levels to maximum and you should have an acceptable volume level. If you no longer have the setup utility, you can download it from the Sony website.
Also you may want to try Letasoft Sound Booster. It allows to boost volume even if it is already at the maximum.

Try setting the volume of your default audio player to max even if you are not using it.
Check to see what other video players you have on your computer. I've noticed that real player, even if closed, affects the computer volume. Open real player and set volume to max, which should fix the problem. NB. volume stays loud even after you close real player
Try downloading vlc media player from the net and using that to play your files

Try checking the program you are having problem with perhaps it has volume cointrol of it's own

but if they had said, it was loud before but not now, then here is that answer.
clearly:
first off the OP never gave a clue as to what media they were using, DVD can have weak sound, (using wrong audio choices in the media players does that)
nor if internet sounds, (name a URL)
nor if playing MP3 CDs. or CD_CA store bought music, not one clue stating what you are doing.

lets say even windows SOUNDs are weak.
NOw that is clear as bell.
The first cure and alway first on ANY PC
is to get the correct XP drivers for sound/audio from HP.com (or MS,microsoft)
no other driver is better, matched.
loaded then use Control panel sounds to set the sound VOLUME as you want.
just 2 steps, 1":load the correct driver.
then 2: adjust it as you wish.
but XP is virus magnet and if the OS is corrupted as Most XP PCs are all hope is gone.

Just cross check the volume settings in volume controls. All the sliders should be at max level specially Volume Control and CD Player.
If it is fine then there is some thing wrong with the media you are trying to watch or can be problem with audio driver.

Need to do Powerdrain. Then do a BIOS update. Them reinstall the sound drive and restart the Laptop
