Unfortunately the Ice Melt Reservoir does not look to be a stocked part. I would recommend you contact the manufacturer directly to inquire whether this part can be made available. See their webform here:
When mine did that I just put in less ice the next time and I experimented to see how much liquid to add. Once I did the 2nd and 3rd batches of drinks I got the hang of it.
You have to hold the button (above the blending jar) down while turning the rotating paddle in the ice hopper. It will eventually catch, then you can unscrew it, take it apart, and clean it. Just be careful not to cut yourself on the shaver blade.
