Call Hasbro Customer Service / Replacement Parts. Hasbro is out of stock on A LOT of stuff, especially the extras like carrots and brushes, but they may be able to send a replacement tail. If you have the tail and can see the break, it may be possible to fix, but you'll need a plastic:plastic epoxy (I can recommend). Do you have pictures? I had another thought that might be a viable alternative? You probably can't get a replacement tail from Hasbro, but that doesn't mean you can't use something similar. On eBay and some doll sites, you can buy ponytails and hair for use on dolls, you can also buy falls and hairpieces through wig sites. Assuming the main assembly is still there, you may be able to attach the piece. If the assembly is not there, you can attach the hairpiece or ponytail (barbers/stylists who cut off long hair sell them for wigs and such, doll hair is better because it's synthetic and cheap). you can attach this to the back end of your pony. It won't wag, but cosmetically the pony will look like it has a tail. Just a thought. :)

Thanks for the advice. I will contact CS and see if they have anything that will help. The main plastic tube from the base of the tail to where is attaches inside the horse is broken at a 45 degree angle. I did not think that any epoxy would be strong enough to hold. Willing to try anything at this point, though!
