With hammer drills, there are usually 3 positions for operation.
Position 1 - Drill only - drill rotates
Position 2 - Hammer and Drill - Drill rotates and hammers
Position 3 - Hammer only - hammer action
It is important to read the instructions to activate the part to select position 1, 2 or 3.
Sometimes, it is easy to move from position 1 to position 2. Sometimes it is easy to move from position 2 to position 3.
Sometimes it is difficult to move from position 2 to position 3.
When it is difficult to move from position 2 to position 3, you may need to rotate the chuck a little way before turning it to position 3.
This one should have a knob or lever on the side of it to switch between "drill" and "hammer plus drill" It can be used as either a regular drill or a hammer drill.
I see you posted several symptons on the TE12, the logical area to check is "hilti.com" you should be able to download the parts breakdown and order all the related parts needed, If you have trouble finding that you can call them at the phone number listed on their site, I think it is 1-800-879-8000, but you might want to double check. Make sure you have it in the hammer drill mode. To check that it will hammer you can remove the chuck and just run the drill with the front pressed against a wood surface. It should vibrate pretty hard. If this works then you may have the wrong bits or chuck on the drill.
IT could be one of two problems. 1 The Rollers are missing out of the chuck so that it is not turning the bit. 2 the clutch is worn out causing the gears to slip. The problem is there are no longer parts available for the 12S. You would have to find them on Ebay or some place like that.
If the bit seems to lock into the chuck then it is not the rollers. It is more than likely the clutch.
