Toshiba keyboards are very easy to replace and they can be sourced easily from loads of suppliers. just browse the net and you will find them. To fit, just turn it over and look for two screws usually in the centre of the machine. they will have a tiny picture of the keyboard next to them. Remove the screws. Turn the laptop back up the right way and the keyboard should just lift up. there will be a large flat ribbon cable holding it to the motherboard, (so don't pull on it as you will break the connector) unclip the connector and the cable will fall out. To fit is just the reverse.

Hello, blow out your keyboard with canned air, if that doesn't work they keyboard will have to be replaced to fix. They are cheap on amazon.com and youtube.com will show you have to replace the keyboard.

Tip 1:
Reboot (Restart) your laptop because Restart solve many problems instantly. So first Restart your laptop and check keyboard working or not, if not working then follow tip 2.
Tip 2:
Restore your system: System Restore is the best way to solve keyboard software problems. If your keyboard not working after install Unknown Software then this trick is working for you. If not working, then follow Tip 3.

Check Your Drivers are up to date or not. If not, then update drivers first and then restart and check your keyboard working or not.

After update keyboard drivers and still your keyboard not working, then follow the simple steps.
Step 1:
Open Run and type "devmgmt.msc" then enter to open device manager or Type "Device Manager" in search and open Device Manager.
Step 2:

The keyboard is made that limited to no service can be done, replacement of the entire keyboard is required. Short term solution is use external keyboard if available.
Do you have a spare USB keyboard you could try using? If an external keyboard works just fine - but the actual keyboard on the laptop does not respond at all - it is likely that the keyboard has failed.
If you are comfortable taking your laptop apart, you can try to unplug the keyboard and plug it back into the connection point on the laptop. DO NOT TRY THIS UNLESS YOU ARE 100% COMFORTABLE WITH REMOVING THE LAPTOP KEYBOARD.
If you can get the keyboard to work by reseating the connection then that is awesome! However, the problem with laptop keyboards is that there isn't a solid way to tell if the keyboard is bad, or if the motherboard connection for the keyboard is bad. The only way to know for sure is to pay to have the keyboard replaced. If that fixes it, then that is great! But - if paying to get the keyboard replaced doesn't fix the computer, then you will be looking at an expensive motherboard repair.
If an external USB keyboard does work, it may be a temporary solution until you are ready to have a certified technician replace the built in keyboard.
Good thing only the keyboard is not working! To answer your question, yes. Changing your laptop's keyboard should fix it. Letting it dry for a couple of days (depends on how wet it go) MIGHT also work. Well, if it doesn't work, just continue with your plan to change the keyboard.

The simplest way to do this would be to: First turn off the laptop and then connect the keyboard to the laptop while it is still off. Then turn on the laptop and it should work as the computer installs the software from the keyboard onto the computer as it boots up. This should work.
usually laptop keyboard and touch pad have a protecting cover for situations like this, but would depends on how much, how far and how long the liquid stayed on the keyboard and pads surface.
one thing to check though.
remove again the keyboard of the book and check the keyboard cable going to the board if its tightly fix, same with all other connectors.
if still the same problem...then the keyboard is fried.
