Repair and or check: Unplug the dishwasher to disconnect electrical power. If water continues to fill the tub, replace the water inlet. If filling stops when you disconnect power than replace the main power board assembly.

At first I wanted to say it has to fill with water to make ice but I know you mean the ice bin is filling with water. You either have an issue with the water control valve leaking or your timer isn't working properly. Listen for the water to flow and when it seems to shut off look at the tray fill spout and see if it actually stopped dripping. If it continues to drip (not flow normally) then the valve is leaking. If it isn't dripping but the water in the ice tray over flowed, then the issue is either with the timer or the adjustment is incorrect.
Generally, error code E11 means that your washing machine is taking a long time to fill (or is continuing to fill).
Is the incoming water flow normal? If it is, does the fill water continue to enter your washer? If yes, disconnect power from your appliance. Did the water fill stop? If so, a service technician may need to check the pressure sensor or switch to determine if it needs replacement.
If your water flow is abnormal, double-check water faucets to ensure they are in the "on" position. If on, your incoming water pressure may be above 30 PSI and could need adjusting. Check for any kinked or blocked water hoses or clogged water screens. If you've cleared the water screen and/or unblocked any kinked water hoses, and the problem still persists, it could possibly be a water inlet valve assembly.
If you have checked all of the above, the unit may need a main control board replacement. I would recommend contacting a qualified service technician to further assist you in diagnosing this issue.
This is normal. A lot of refrigerators will cut off water flow when a door is open. It can be useful when you have guests over who don't know about it and start filling their glass. You open the fridge and take your time getting something while they stand there and think their glass is filling.
Change your water filter, you should change your filter at least every year or it will start to grow bactria. If you still have the bypass (little plastic cap) you can us that in the mean time to get better water flow, it goes where the filter goes
