SOURCE: need to adjust carburetor jets of homelite chain saw
a small flat blade screw driver will do most of them some may have limiter cap which can be pulled off other types have a splined shaft but only find them on Huskys.
SOURCE: HOMELITE Textron Chain Saw, wont stay running properly.
The preset is to turn them all the way in (Don't tighten them hard or you will damage the needle) and then back each out 1 1/2 turns. This will get you started. You can then run it at full throttle and turn the high speed jet in untill you hear a change in the RPM. Then turn it out untill you hear the same. Find the happy medium.
SOURCE: what is the walbro chain saw carburetor adjustment for a
There is no set adjustment on any chain saw. If it were that simple there
would be no need for adjustments. The problem is that most equipment
manufactured in the past 10 years can not be adjusted by the user. Carburetors
are now equipped with either adjustment limiters which limit the adjustment to
less than half a turn or with adjustment screws that require a special tool to
make the adjustment. More than likely you will have to take it to an authorized
dealer for those adjustments.
If you do have an adjustable carburetor,
then gently close both needles and open each on 1 full turn. This should allow
the engine to start and the final adjustments can be made at that point. If it
still will not start then open each needle 1/8 to 1/4 turn and try again. If
this still does not work then most likely your carburetor needs a good cleaning
and a rebuild kit.

I cannot find any 3200 series IPLs. Individual models can be found here:

This isn't very detailed I'd use the individual drawing.

SOURCE: How to remove plastic limiter cap on (H) carburetor adjustment
If plastic cap is present, it should just pop off with a thin sharp hook. Look carefully at the screw heads--they may be 'D' heads which require a special screwdriver and are supposed to keep owners from moving the screws (thank the EPA for these). Only authorized saw servicing dealers have access to these tools and therefore are the only folks allowed to adjust these saws. Being nonconformist, I made my own by drilling the center of a 1/4" rod, sawed off one side somewhat and welded a flat across the cut. Hope this helps!
