Looks like the windows OS is messed up and you need to restore it from factory state. If there are no important files inside the unit, try to restore the computer back to factory state. See procedure below:
Turn on the computer and repeatedly
press the F11
key, about once every second, until Recovery Manager opens. Follow the on screen instructions then wait until the computer will restore to the original state.

Hi, This is the problem of either Virus or system files. So first install a total security Antivirus. Activate and update the antivirus. Then scan full computer and clean all viruses. then reboot the system. Restore the system at the previous date when the system worked fine. It will solve your problem. But remember make a copy of all recent documents and files before restoring the system. Because system restore can remove those files which you have create after the restoring date.

Actually I had this issue since the first day I bought this computer. I can upload from any other file but not the desktop. I talked to Customer Service from HP and they told me to uninstall Internet Explorer but I can't find IE on the uninstall program list. I've never had any other issues with my computer besides this and I've had a virus in my previous computer. I use several Anti-Virus products and they don't seem to track anything.
