To replace the roman tub faucet you have to expose the faucet under the deck of the tub. Most of the time builders do not install a door to do repairs. So expose the underside of the deck of the tub, turn off the main water outside then cut the water pipe for the hot and cold water with a tube cutter. At this point take a sawall and place the blade so the side of the blade touches the bottom side of the deck.
and cut all the way though the body of the stem.

Do all three and your done with the hard part. Install your new faucet and enjoy.

How do I tighten the faucet handle. The handle is floppy and unless you put downward pressure on the handle when you turn it, it will continue to move from left to right

From what you have described it sounds like the stem in which the handle rests on is stripped and allowing to move from side to side.

Remove handle it has a set screw in the side of it and turn water off. Check the stem may be in need of replacing or the retaining nut that holds the stem down to counter top may be in need of tighting.

Removal of moen #1248 cartridge

That was exactly the solution I needed for my Jacuzi bath tub with the two handle faucet. The use of the screw in the top of the cartridge was needed to be able to get a strong enough hold on the cartridge stem. Mine is all recessed about 2 1/2 inches so I grabbed the screw head and stem with long nose pliers, and then clamped down on the pliers with a set of adjustable pliers, and then used a 1/2 block of wood as a lever to get pressure on. That got the cartridge to pop out! Thanks!

Trying to remove cowell from Roman tub faucet

The Price Phister Roman tub spout needs to be tightened from beneath.
If you do not have a removable skirt on the tub it will be a bit difficult to tighten.
Should you have crawl space under the tub and are careful to locate the dead space between the tub and the skirt you can cut a hole beneath the valve and spout location and reach up from below to tighten the spout.
If you have tile as a surround and no access from below you will have to remove some of the tile in order to gain access.

You may want to call in a proffessional plumber to handle this.
