How to replace a fluorescent starter

Are you sure the replacement tube is a good one? If it had a shaking in transit it could be internally damaged.

There is two basic circuits; one uses an electronic inverter to produce the high voltage necessary to ionise the gas in the tube and the other uses a choke and starter.
The lamp has a heating filament and a cathode at each end. The starter closes a series circuit that includes the choke, starter and filaments. The filaments will glow and heat the cathodes for a predetermined time when the starter will break the circuit and the sudden collapse of the magnetic field in the choke produces the high striking voltage necessary to ionise the gas in the tube. Once a current flow through the tube is established the choke limits the peak current.

A fluorescent bulb in the old days had a filament on each end that required a heating current to be applied. The starter would allow this current to initiate the heating of the filament and then it would open and allow the bulb to light. The old ballasts where not able to do both functions and the starter kept the ballast from burning out because it limited the current draw from the filament.

If it is really a bulb not a tube, the starter is usually part of the bulb base. Starters don't do anything once the fluorescent tube (a bulb is just a coiled up tube) is lit and running.

With those symptoms I'd say Ray is correct, both need replacing.

Ballast can be resistor , capacitor, Inductor or all three.in the older ones, there was a 'starter' (neon bulb inside)

If your shop is in your garage, and it is cold outside, the two-pin fluorescent tubes don't work very well. Garage lighting (fluorescent) should be the HO (high output) type. It operates on the same voltage. The tubes are not interchangeable. You need a HO fixture. If your shop is inside your house, then flickering tubes (assuming that you tried changing them out with new ones) indicate a bad ballast inside the fixture. You can either change out the ballast, or for almost the same price, replace the fixture.

Note:
First, corrosive or solubility chemicals will destroy the protective shell of lamps.
Second, the normal ambient temperature is -20 ° C to 40 ° C, if beyond the scope of this provision, it will make adversely affect on the lifespan of the product.

to remove, push starter ;in slightly and rotate it counter-clockwise a few degrees and pull it out. putting one in is the reverse

The problem is not with the Fluorescent Backlight of the Monitor, it's the Capacitor! Replace the Capacitor on the Power Circuit Board of the Monitor. The Capacitor will be slightly bulged! Use the same ratings of the dead Capacitor like it's Volts and Micro Farads. After adding the new Capacitors your Monitor works like new one. Enjoy!

Very few flourescent lights have "starters" these days. If it does have a starter, it will be a visible cylindrical object usually located at either end of the fixture. More likely it's the ballast that is bad. Turn off the power and remove the cover to the fixture. The ballast will have a lot of wires coming out ot it. Take note as to where all the wires are attached, remove it, and take it to a hardware store or Lowes or Home Depot to get a replacement. Make sure it is an _exact_ replacement. Sometimes it's easier and cheaper just to replace the entire fixture as some of the older ballasts are expensive due to there being replaced by newer technology.

The ballast is a device that utilises and expanding/contracting electromagnetic field to create the high voltage which is needed to run fluorescent lights.

It is normally found behind the front cover or reflector part of the fitting and looks like a small box.

Replacement should normally be done by a person qualified in this field.
