Please follow the steps below to resolve this issue.
Turn off both the printer and the computer. Now, turn on the computer and wait for it to load completely. After that, turn on your printer. Once the printer comes to the Ready state, from the Printing and Faxing window, go to the driver's properties.
If the issue persists, open the Administrative Tools on the printer's control panel and then choose Services.
Move your cursor down to the list and select Spooler. If it says Started, then right-click on it to check if you are able to start. If it shows Manual, change it to Automatic. If it does not mean to start or if it is not listed, then the issue is with the operating system.

ok, so for this, always had an issue with this one,
so, what i did is started the spooler, the way to do this is you have to go into control panel>>>admin. tools>>> services>>>printer spooler>>> and then you have a blue icon on your left where you have to click on the button that says start the spooler, now i recommend you minimize this window,
next step is that you add the printer through the add a printer wizard in most cases the printer should already have the basic driver installed into the computer. and way to add it to to start the add a wizard, click on add a port make sure the box where it reads plug in play is unchecked, so the only icon you have checked is the local port, next you choose the port that is usb001 from here you choose hp>>> then laserjet 1020, let the printer driver install and finally your done.

Here is the procedures
Go to START MENU
Choose RUN (For Windows XP) or Choose Commad prompt, right click and run as administrator ( Fow window vista and windows 7)
Type the letter "cmd"
Type the word "net stop spooler"
Exit
Go to C drive
Choose to Windows Folder
Click show content
Choose system32 folder
Choose spool folder
Choose printer
And delete all printing jobs pending
Again go back to CMD window and type the word "net start spooler"
Restart your computer also turn off your printer and switch it on.
It will work fine right now
