try pressing the F2 key during the boot process to enter set up (bios) using the arrow keys navigate to advanced bios features press enter make sure its set to boot from your hard drive press F10 to save to cmos restart
I think pressing "F10" or "F12" should show the boot menu on boot up but if this fails the you will have to go into the setup (bios) and set it there (could be the "DEL" key or "F2" for setup).
Sounds like a corrupt bios to me. Download the latest for your particular laptop from the Tosh site and create a bootable usb with the relevant flash file. Restart and then try to access the bios again from F2
There are usaually a standard to getting into BIOS at boot up. Sometimes you have to be quick. Tha most common keys to press are as follows
1. F1 2. F2 3. F10 4. F12 5. Del
Try those. not all together try a different one on each boot. you must do it during post, and if echo is turned off it is just a timing issue. It must be pressed before O.S. post screen, ie. " Windows" shows on screen.
If you're trying to get to the bios set up, when the initial Toshiba screen comes up it will tell you what to press for the set up towards the bottom of the screen.

The following companies are either closed for business or no longer manufacture or support mainstream computers systems so verifying the following BIOS access information is nearly impossible. I have included what I could dig up for anyone who might be interested: ARI / ALR / AST (Advantage) - Press the Ctrl+Alt+Esc or Ctrl+Alt+Del keys. Cybermax - Press the Esc key. Tandon - Press the Ctrl+Shift+Esc keys.
