Some tractors are cold natured and a diesel needs plenty of cranking amps to start. Have you tried either ? If you do try either, crank the engine before you squirt it into the breather, and only a small amount. Either is hard on engines this is why you use it sparingly.

if you hook the battery up and it just takes off, then you probably need a new foot pedal

I would have a compression check done on the push mower,if it has bad compression the engine needs rebuilt or replaced. As far as the bent bracket,if you can straiten it thats what I would do,mabey get a torch an heat it first.
