I don't think it will, but you only need to cut one wire. That reduces the risk of the two wires shorting and damaging something. Tape off the wire so it won't accidentally contact anything. You might first want to check the manual to see if there is a way to disable the smoke generator without cutting anything - maybe there's a hidden switch that does the job.

The batteries may be enough to make the whistle blow but not enough for the wheels. The other possibility is that the carbon brush on the motor need cleaning and resetting. If you happened to see Roger's idea about using cooking oil on it, please don't. I will be deleting his post shortly. I have told him time and time again not to suggest cooking oil for lubrication of metal parts. There are troubleshooting videos in this link.
