Do cooling vents ice over if water filter needs replaced
It's more likely that the automatic defrost system is defective, or the heating wire for the defrost drain. It's also possible that the temperature controls are set too low. Try zero degrees for the freezer and 38 degrees for the refrigerator side. If that works without problems you might put the freezer at minus two degrees and leave the refrigerator at 38.
Another possible fix is to put a longer heating wire in the drain.
Cooling water not working
it could be fill valve located at the back lower part under cover or your filter should be replaced
Do main control boards have a manufactured date on them?
The manufacturer does have date codes built-in to the boards, but there is no information on how to decifer it. The problem is that old boards do have to be returned for dud charges. Sorry, but I'm sure this is not what you wanted to hear. Any other reason you wanted to check?

The most common reason for this issue is ice accumulation behind the interior plastic liner which is keeping the air from flowing properly. There are a few ways to fix it, but the easiest is to unplug the appliance, open the doors, and let it thoroughly thaw. This could take a few days. You can also take off the interior panels to get at the ice if you want to hurry the process along, but you can also just wait.
Sop up the water, and when it appears to be done thawing, plug it back in. It'll be just fine.
Will not make ice
I have a Samsung RF265AABP model. I had the same problem on several occasions. One time the problem was a broken temperature sensor wire on the ice maker. The sensor assembly often gets snagged on the ice tray or scoop or something and falls down, making it more likely to snag, and prevents the ice maker from cycling when frozen. It is quite easy to remove the ice maker once you get the drawer removed from the slides. It is held in place by two plastic clips located near the back of the slides. Pop the clips out, and then lift the drawer out. Pull the front plastic cover off the ice maker, then remove the two screws holding it to the top of the freezer compartment. Slide the icemaker assembly forward about 1/2 inch and it will drop down. Unplug the wiring connector and the ice maker assembly will drop right out. The temperature sensor is located in a flexible rubber like unit that holds the sensor against the plastic water tray. This whole assembly often falls out, and may be found mixed in with the ice.
I fabricated an aluminum bracket from angle stock to hold the temperature sensor assembly in place, and used a small tie wrap to hold the wire to the bracket, up and out of the way after soldering the broken wire of course. The tie wrap is not shown in the photos below. I drilled and countersunk two holes for the 4-40 screws holding the aluminum bracket. The temperature sensor is not shown in the photo, but the wire comes out the right side and crosses over to the left in front of the aluminum bracket.

Ice up on the freezer side
Check your door seals. Outside moist air can cause this. If it is icing right around the door this is probably your problem. If it is the coils you may have a bad defrost circuit or timer.

The error code may be in the service manual but Im not sure about if the manual will tell you how to run self diagnostics if the mother board or the digital low volatage is affected. NOT TURN ON
Power surges normally knock out the elesctrics on electronic fridges, call Samsung for help, the eletcrical company is liable for the repair by the way.
