Hi.
The icing-up in correspondence of the evaporator and the insufficient cooling is telling you that there is a problem with the defrost system or with the defrost control.
You can temporarily get the fridge back at work by performing a full defrost. Better if you perform defrost by disconnecting power completely overnight, rather than programming a defrost (disconnect power cord or trip circuit breaker). The power cut will also reset the electronic control.
After the defrost the unit should restart cooling poperly for a while. If the problem was a fault in the defrost system, then the problem will restart in few days or weeks, as soon as the evaporator coils ice up againg.
About this fridge's defrost system, the system uses separate coils for fridge and freezer. The coils are interconnected by an electronically operated three way valve. The freezer evaporator is controlled by a defrost thermostat, the fridge uses the temperature sensor and an electronic control.
If the problem occurrs again after defrost, I recommend calling the support number listed on the owners manual, to arrange a repair or to verify warranty status.

Very strange, sounds like some major problems still at work here. Nothing about this will be too inexpensive I assure you. So it sounds like you did have a service person previously repair this unit, when you say you have spent money on labor costs... Why not call that same person and tell them it is still having issues? They should be obligated to fix it under the same service...
