well you need a new transmission for it. start looking on google or ebay. nobody here sells lawn tractor transmissions.

You have a bad switch, i just had the same problem. One of your safety switches is grounding the coils so it wont start. there are 4 of them. One is under the seat, one is on the break pedal, one is the pto switch and the final one is the ignition switch.
I've been having problems starting.
A fuse would not prevent the engine from spinning, good or bad. What would prevent it though, is a compression build-up inside the cylinder(s) of the engine. These engines have overhead valves.These engines also have a built-in compression release feature that is activated at low (when starting) engine speed and cancels when the engine starts running. It works off of the camshaft and allows the intake valve to open ever so slightly on the compression stroke so as not to overburden the starter. Remove the valve cover(s) and adjust those overhead valves. It is not hard. Here is how it is done.

pull the spark plugs out and see if they are wet. If they are dry you
may as well need to take your carburetor(s) apart and spray cleaner through
all the passageways. As gas sits it tends to turn into a shellac which
stops stuff up. There are some stabilizer stuff in a bottle purchased at
parts stores and Walmart that you dump in at the end of the year to
prevent this type of problem. It is handy in RVs, mowers, blowers, etc anything powered which sits idle for a long period of time.

The tractor will not start this year. I have

i would give that a first stab as it is a common spring time problem and fix.
When I engage the mowing
I would recommend checking the resistance at the clutch. The resistance should be less than 8 ohms but more than 3.
If there are three bolts on the clutch like this:
adjustable clutch picture then use a feeler gauge and gap the clutch plates .010-.012"
If your clutch fails the ohm test and looks like this:
non-adjustable clutch then you need to verify that you have a good ground from the battery and replace the clutch.

There are a number of things that can cause this.
Oil Level is too low, and the sensor is being tripped. Your engine may or may not have this feature, would need the model# of our tractor.
Key Switch / Ignition Switch is faulted. Might be time for a new one if everything else checks out.
And what is most likely:
You have a safety limit switch that is not acting like it should.
If you post the model # of the mower, I might be able to find you a schematic showing the switches, and the presence of the oil sensor (if equipped).

have you solved your problem yet? was the belt bought from sears or somewhere else? do you have a diagram for the belt instillation? these are a few thing i would ask you. i belive your belt is a 196103 style belt the problem with this is that there several manufactures that call there belts a 196103 some ar 11/16 other are 5/8 wide and the range in length from 147-1/4 up to 148-1/4. next if you reverse the install order around the center spindle and tensioner it will have too much slack if these two things aren't your problem i would look for worn pulleys especially in the shaft of the bearings or a misaligned/bent pulley
