couple of things to check

this first..When the blockage moves or clears, the engine may suddenly rev up in response. To fix this type of problem, check the air filter to ensure that it's not clogged with dirt and debris. Check the vented gas cap as well. Both issues can cause reduced or sporadic air flow, and clearing them will fix the problem.
2.Water in the fuel will do it too.

Replacing the inner spring of attachment lift lever
You should have a roll-pin as a stop for the spring. Use a hammer and drift punch the same size or larger than the roll pin to drive the pin up to the lever arm. Change to a drift punch just a tad smaller than the hole but still covering as much of the pin as you can without the punch getting stuck inside the roll-pin--in which case just use a pair of pliers and twist and pull. Craftsman riding mower w/ 15.5 HP Briggs &
first check for spark/ no spark, replace coil/ have spark/pull the fuel line off at carb and let flow into gas can, see if it keeps flows then slows/ replace fuel filter OR clean gas tank, it might have a filter in the tank also.
a jumper wire can be used to excite the fuel shut off solenoid on the carburetor if so equipped. also scotch lock can be used to bypass seat and clutch saftey switches for testing/diagnostic troubleshooting purposes.

Mower will not shut off
When the key is turned to the off position it grounds out the ignition coil to stop the spark plug from firing and also it interrupts the 12 volt signal to the Carburetor solenoid which will shut off the gas supply to the main jet. For both of these to not happen it would most likely be the key switch as it is the only thing they have in common .
