it should be off the on off is for safety reasons to keep the cables from shorting each other out

in a word,,,,,yes! if the battery was left so long in a flat state it may never recoover so you wont charge it up,,,,,but you could try hooking up a small car battery charger to the jump leads and try charging it up that way,,,it may just work,,,

Make sure that the switch is turned to the charge position.
Some models you have to do this before you plug it in.
If the battery in the charger is bad you can get a replacement at radio shack.

My B&D 5045 has lots of life left if only I could find the switch.
