reprogram what. but if you want to bring in factory condition then when turn on power press ctrl and f10 together before booting it will go to factory restore menu from here you can restore windows to factory contion
From the information you give it sounds like you may have virus on your pc! Try to bot it from a live cd like some linux ditro(i.e. Ubuntu) and run an antivirus software. If that doesn't work your best choice is to format it. If that still doesn't fix it then it's probably a problem with your HDD and you have to take it to a repair shop
