Surging is most often caused by lean air fuel mixture. Older adjustable carbs were easy to dial in by simply following procedure to adjust. Today's non adjustable ones are more challenging first make sure all carb passages are clear and your carb is crud free then if surging persists and carb is equipped with a choke try choking it little by little if it smooths out with choke on you know your air fuel mixture is lean. To fix you will need a set of micro drill bits to enlarge passage in air jet usually located on top of carb near throttle shaft or main jet at fuel nozzle inside carb. First find bit that fits current hole then carefully drill it to the next size larger. You may need to do this 2 maybe 3 times to smooth it out but don't overdo it. After making sure carb isn't just dirty I usually start with the air jet on top.sometimes that's all it takes

Spark, you have. Fuel ditto, leaves timing or mixture. BTW did you try fresh gas, modern gas has alcohol in it which attracts water and destroys seals..check the junkyard for Poulan chainsaws, junk seals

Many engines today either have no drain, or a drain that you cannot get to because of the way the engine is fitted, just buy a syringe to suck the oil out, there are plenty available made to do just this job.

If it is an older engine with standard flywheel ignition (contact breaker inside the flywheel) the coil will be grounded except when the contacts are open and even then a casual test with the average multimeter it will appear to be grounded as the coil resistance is very low; just a few ohms needing the low range of a digital multimeter to measure... When those engines have been unused for a while it is almost certain the contact breaker and perhaps the condenser will need attention. If it is a later engine fitted with an electronic ignition module, once the kill switch has been disconnected and the spark is still absent, it is almost certain to need a replacement module unless the flywheel has lost most of its magnetism.
