try to connect your vga of your laptop into any monitors.
if it still wont boot-up, possible error would be the processor or motherboard of your laptop.
ask a technician near on your place that could open your laptop and test the memory, and even as well as the processor..

WHEN BOOTING THE TOSHIBA SATELLITE
Hello,
These beeps are error code and two short beeps during start up normally refers to RAM or memory not being detected. You can try to reseat the RAM modules or ask someone who knows how to do it. If it will still be the same, it means that the RAM is defective and consider replacing it.

Battery is not charging when plugged in
fiddle with the power cable when in the back of the laptop if no light comes on saying the cable is in then you need new cable or new port or if the cable powers the laptop but the laptop battery is generally wont hold its charge n dies then you need a new bettery

Toshiba washing machine model AW-DK1700WMM has turn on, beeps with error code EL then shut down within 5 seconds, how can I slove this problem?

Ensure the cd rom is empty and the bios is set to boot from drive C first, then drive D.
If all in order and it still doesn't boot, try a system disc in the cd rom.
