Red light flashing not coming on
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power led, by switching On & OFF the set, for at least two times. Receiving only black and white
How do you have this hooked up, sounds like you have standard video plugged into one of the HDMI inputs that will cause a b/w pic
TV stays pitch black when I turn on.
The most likely problem with this is the T-con or the LCD panel; The T-con comes with the panel; panel part # EAJ37732001 (this is just a general part#. I would need the complete model# & serial # to get the part# specific to your unit.
It really doesn't matter though, because even if the panel is available you can replace the unit for less.
It could be the power supply capacitors, however usually prior to going out completely, it will be slow to come on, such as clicking several times, then comes on. These power supply caps are easy to spot as they will be bulging on their tops.
It could be the Inverter PCB, but again that is part of the LCD panel.
Parts such as the Inverter & T-Con pcb might be found at places such as ShopJimmy.com, but again you should supply the complete model & serial numbers.
It is most helpful to have the complete model & serial numbers of any unit in order to properly research any parts for that unit, as many manufacturers make changes in production without changing base model#. It is also helpful to know if there is any audio, any lights coming on or flashing & the flash count (as these could be indicative of certain problems). The more I am told about all functions of the unit, the more accurately I can diagnose the failure issue.

My tv has NTSC system but our local transmission is pal system. so picture is black & white and has no audio

It seems you are going to have to buy a PAL to NTSC converter box, check out the following info i got from eHow.
NTSC, or National Television System Committee, is the system used to broadcast television that is still analog in North and South America and parts of Asia. PAL, or Phase Alternate Line, is one of the other two analog broadcast systems used in much of the rest of the world. If you are in an area that can pick up both, but your television is made to receive only one of them, you can buy an PAL-to-NTSC converter that will allow the correct input to your TV.
Purchase a PAL-NTSC converter. Most mid-range converters will convert back and forth between either system, so if you're not sure which system your television picks up, you can buy one of the dual converters. See the References section for an example of a mid-range converter. When you purchase, choose either 110V or 220V power source, and which country you are ordering from (you will need the appropriate power cord adapter for your country).
Plug the included connector cord from the "Input" (or possibly "Antennae") jack on the back of your television to the "Output" on the converter. Also, plug the power adapter into a floor jack or other power supply.
Move the Input switch to PAL and the Output switch to NTSC on the converter if it is a dual converter. This will enable you to receive PAL TV signals and convert them for your NTSC TV.
