You may or may not have to go into attic, depends if an additional filter system is installed. May have filter grille's install in ceiling, or wall. If no filter's on the interior, then there should be in the furnance or filter rack in the attic. Filters should be used for no more than 3 months without changing or cleaning if washable.
Unit for downstairs is running
Are you saying you have two HVAC systems or one? If you have two indoor units, you must have two outdoor units. Which outdoor unit is running. You said it is running hot. Assume the fan in running to cool the condenser. If so it should be about 20 degrees warmer than outdoor air. If not maybe you have a dirty condenser coil. Need more information.

many technicians make the mistake of using a hard start kit instead of replacing a bad run capacitor, the problem is that it can be ******* the compressor, and the start capacitor can also go bad, you can start with removing the capacitors and replacing with a new run capacitor and see if that gets it running, also can try another start capacitor with the new run capacitor, some manufactures engineer there systems in that way, if not the compressor may be done. *Be sure to check all the electrical connections including those at the compressor under the terminal cover.

Hello, usually a clogged condensate line or cracked condensate pan will cause this. try using a wet/dry if you have one to unclog the drain by attaching the hose to the end of the condensate line, the line will be made of PVC pipe. if this does not help than the condensate pan under the evaporator coil is cracked and will have to be replaced. in some cases if your unit uses a condensate pump that could be the problem aswell if it;s clogged or not pumping.

It could be your capacitor. I had a fan capacitor go out on one of my 3 units last year and it cost close to $300 for an AC company to come out and fix it. I watched them fix it and it's something that you can do yourself if you know what you're doing and are careful to hook it up right. I have three AC units and another capacitor went out this year and I found a kit with detailed instructions with pictures and phone support at hvacrepairkits.com. It saved me over $200 on the capacitor replacement.

always replace the cap. when you install a new motor. get the same mfd as the old cap. "the numbers are on the side of the capacitor"

AC unit doesn't blow hard
It should not have anything to do with the capacitor as all it does is give the motor a extra boost to overcome static friction.I would check blower and clean it as good as you can. Check and replace filters to maximize air flow. If you can get to the a-coil and clean it that could help as they get badly plugged. As it is much harder to move cold air then hot you may have to replace motor and wire it for higher r.p.m. Thank you.

Air conditioner compressor will
not start. When power is applied to the air conditioning outdoor unit
the fan starts, but you hear a sound like the compressor is trying to
start, "UGGG"..., for about 5 to 10 seconds and then all you hear is the
outdoor condenser fan run. The compressor is locked and will not start.
What is happening is the compressor is trying to start, but because the
compressor motor is locked it tries to start for a few seconds and then
because of the high amperage being drawn goes off on internal overload.
The internal overload protects the compressor windings from overheating
and burning up. I see this many times during the start of the air
conditioning season. Some compressors just have a hard time starting
after sitting all winter long. Some compressors are locked up so bad
that I can not start them and must tell my customer that they need a new
compressor . Many times I can get the
compressor started again without having to buy a new compressor by using the device
called, "Super-Boost." I keep two or three of these on the truck. They
have saved many of my customers from having to buy new compressor

Assuming your inside blower is coming on,
1. If you have a volt meter, check across the contactor coil (24volt) to see if you have 24 volts
* If not, and you have a low pressure switch, most of them on a carrier have two wires going to the pressure switch. The pressure switch will be mounted right on the large copper line known as the suction line. The best way to check the pressure switch is to bypass it or wire around it You can cut the two wires in half and just wire them together bypassing the switch all together.
2. If the unit low pressure switch is tripped it is because it is low on refrigerant. Some units will go off and on spiratically if the unit is partially low on refrigerant. This is a good indication of what is going on.
3. One of the biggest and easiest problems is batteries in the thermostat. Some thermostats must have batteries to operate . Be sure to check this simple solution before anything else.
**Be sure if you work on the outdoor unit to disconnect power first. Hope this helps
