Strange noise comes out from the ups after a power cut
The Back-UPS Office unit has five different tones or alarms:
1. Four beeps every 30 seconds (On Battery LED will be illuminated)
This alarm indicates that the Battery Power Supplied outlets are now supplying battery power as opposed to power from the utility. If the UPS determines that the input utility power is unsafe for your computer equipment, the UPS will switch to battery power.
Note: If the power disturbance is brief, you may only hear one or two beeps.
2. Continuous Beeping (On Battery LED will be illuminated)
This alarm indicates that a Low Battery condition has been reached and that the UPS will soon shutdown. Once the UPS transfers to On Battery operation, it can only stay on battery for a limited amount of time. The UPS will sound this alarm about two minutes before the batteries are totally exhausted. Once exhausted, the UPS will shutdown and turn off its output power to your equipment. If you hear this tone you should immediately shutdown your computer to prevent data loss or corruption.
3. Continuous Beeps for 30 seconds (Back UPS OFFICE 250 and 280 ONLY)
This alarm indicates the unit has detected an Overload condition after it has performed a self-test during start-up.
4. Continuous Two-Tone Beep
This alarm indicates a severe Overload was detected while the unit was on-battery operation. This tone will continue to sound until the unit shuts down.
5. Continuous Tone (On Battery LED will be flashing)
This alarm indicates that the battery-powered outlets are overloaded.
6. Continuous Tone (On Line and On Battery LEDs flashing) Back UPS OFFICE 350, 400, and 500 ONLY
This alarm indicates that an internal UPS fault has occurred.
How to replace an apc battery back up battery
Depend on model.
For 600VA and above
Go to APC site and check model of replacement battery.
Peel open the front plastic panel and unscrew 2 screws of metal panel.
Batteries can be slid out and replacement done when PC is online.
Only two wires to disconnect and connect.

I would replace batteries, they do not have a long life.

the sound like charger fail. Inside.
inverter works, did you let it charge overnight first.
and disable the beeper if annoying.
is AC line voltage low? that too can beep.
is this USA model 120vac or outside USA>
also if the UPS is for another country that will be bad.
650EI , is not the E means European version"??? why skip country.

EI is 230vac version, and will be wrong used in 240vac countries and worse.

My power supply APC UPS-ES 700 won't power on ,at all .
APC.com have many here.
there are fuses inside that blow too.
not just the rear breaker.
fails with NO Loads cables connected at all?
1: batteries shorted or dead. short overload it .
there is a battery fuse, easy or hard to find ,easy on my loved
smt750C.
the true model of you UPS is not front stamps
but the rear label tells the truth.
2: turn it on with not batteries yet, some turn on with error light or on mine LCD hard text errors,. no bats.
3: that is about it besides bad PCB.
ES-700 those pan-cake UPS. sure.
batteries do fail for sure out of the blue. (plates inside can short)
out of the blue. or one cell goes dry and open and dead.
the battery fresh pulled will read 13.0vdc. (good UPS)

the brain inside (firmware) is not very smart.
it see's any errors it does not like and turns off fast.

shorts , or battery seen shorted.

are you on 240vac? we are 120v here.
Why won't the new battery allow the xs go on line
let it charge overnight, (new real or new from ebay not new)
never assume it is charged new.
make sure rear AC circuit breaker on it is not tripped
makes sure battery fuse not blown
make sure battery lugs not rusty.
learn how to bench charge any AGM battery like this at 3amps max,

2004 UPS, many were recalled for not having fuse. on the battery feed. and cause smoke. why use 15-04 -11 year old UPS>?
MOST THAT OLD HAVE BIG PROBLEMS.

in usa most APC were banned in jan 2022, a horror here,
most discontinued are still supported with manual and software.

on the rear or side off UPS is a white sticker or service tag
for sure and you did that I see.
and on such tag is the real model number even encoded for country .
and your unstated countries voltage line input.

Model 420 Pro. Why is output only 84 VAC?
no real model told , off rear sticker, (tell sticker model first)

no line voltage told in your country
Did you buy the ups from wrong country(oops) and it has
higher input voltage spec and yours is lower input? (real)
nobody can guess what's up there.
history and all that and location,
voltages are not the same word wide at all
nor frequency 50/60Hz
did you buy a used UPS.
if yes from where ebay, and from wrong country
or it ran for years and fails now.
or outputs overloaded on it.
