Tobi Platinum Model EC1710 Garment Steamer. It does not make steam, It is on but doesn't make steam. Poured vinegar in the water tank.

Do I need to empty the steam tube at the end of ironing

Heating elements are vulnerable, they have a filament. Heat being generated should freely disperse. Another reason for having the water tank connected, is the possible buildup of scale. Like with coffee makers, the temperature would not reach a high enough level after some time and the iron then requires descaling.

I've been given a Tefal Pro Express Care Iron but I can't remove the Anti-Calc collector.

Question edited for clarity, it is a 'Tefal' not a 'teal pro'. If it breaks, you can buy another, but descale the inside with CLR or a proper descaling solution.

The soleplate of my iron has been scratched. Is there anything that can be done to fix it? and Steel coated.

How bad is this Scratch? Small light scratches will have no effect on what your ironing. Large, deep scratches are only a problem if they are over a steam jet hole. This can blow steam in the wrong direction which isn't safe. For bad scratches it is often better to replace the iron.

How do I replace the cord?
