Breitling does not release manuals in PDF format.
To request a manual you need to contact BREITLING SA, P.O.Box 1132, CH 2540 Grenchen, Switzerland. Write them a letter reporting the watch model number.
Alternatively locate the nearest maintenance center, click on maintenance center option on the left bar in this page.
Some info can also be obtained from the Breitling Club, in Israel. That is the only website listing manuals, the website members manually traduced several instructions books. Try contacting them. Instructions are very simiar to Chronomat and other Chronos . Here page.

Keep in mind that I dont have the watch in my hand... :-)
If this is an authentic Breitling...
You should have 2 buttons on the right with the crown between them. The crown screws down so you need to unscrew it before you attempt to set! Once unscrewed with gentle pressure pull the crown out. There should be 2 clicks, pull to 2nd click or furthest distance from case. That should be the time setting mode. Turn clockwise until the date changes then set your time. To change the date push back to the 1st click and that should be the date set mode. One direction will be for day and the opposite will be date. I believe that if you pull the crown back to 2nd click and push your buttons that should change the subdials for chrono. You might need to push both buttons at the same time.
Ive set Breitlings before but they arent a common watch we see. Most people dont use the Chrono so if the directions dont work for setting those then I wouldnt worry too much about it! Not many people are going to notice those. :-) Also be so very careful if its a real Breitling as they are a very expensive to fix! :-)

Chronometer won't start
Not sure this is worded right. A chronometer is watch that has been certified by a Swiss organization to keep time within a set +/- seconds per day in several positions and temperatures.
A chronograph on the other hand is a watch that has push buttons on the side for starting/stopping/resetting a set of hands to mark time elapsed.
If this is truly about a chronometer not starting it is either a broken part or needs cleaning.
If it is about the chronometer not starting most likely if it is a mechanical watch the pusher is stuck or broken or a lever is out of place or bent. If the whole watch does not run then it could be a broken mainspring.
If it is a quartz chronometer it could be a bad battery or if the battery has been changed it is most likely the person that changed the battery has damaged one of the coils and or circuit.
A qualified watchmaker can help with any of these problems.

How do you set the chrono dials on a breitling
Unscrew the crown, (it's water resistant) pull the crown out, 1st click sets mins. All the way out sets seconds.
Push back in when done & screw crown down to keep it watertight.
Do NOT overtighten.

Numbers blink/cant get to stay steady
If the digits on LCD display are blinking, your watch is left in SETTING mode. You should exit setting mode by pushing pushbuttons on your watch. If the rapid pushes do not help, try to push and hold for a while.
