The Rowenta Commercial Garment Steamer has brass jets on the head stick, with a pin or a needle into them which twisting while pushing in and out, some times these jet block up, so check it whether those jets are blocked. you may need some help from a tech person to unblock them, also check the hose, sometimes it was a bad chip in the hose.

How do fill with water?
Unlock the tank, turn upside down and you'll find the fill cap. Remove, fill and recap.

Power light comes on, but
This is a very simple device, very few things to go off inside it - either the wiring got loose or a part failed.
In your case you must open it and check that the steam generator is still operational: remove the top cover (held in place by some screws at the bottom and , using a multimeter, check the only 2 parts - that the thermostat transmits the power to the resistor and that the resistor is intact(not interrupted) .
If you don't know how to do that or a part has failed then your only option to fix it is to take it to a repair shop - parts aren't sold directly to customers. If you live far away from a shop then make a call to the closest one and ask for a quote, you might fin out that it will be cheaper just to buy a new one.
