Replace the start relay on the compressor. Here is the part you need.

You have two sides to your 67006531 Dual Water Inlet Valve, so it is very possible the side that controls the water flow for the dispenser is defective. Replace the 67006531 Dual Water Control Valve and I believe your fridge water will work fine.I will be here should you have more questions, Thanks Sea Breeze

The drain in the freezer behind back lower panel
needs opening. You can see it at the bottom of the back panel
underneath the evaporator coils. (The cold coils)
Run Hot water in the drain until it clears or use a hairdryer.
When the defrost melts the water it goes down the drain
If the drain is clogged with Ice or ? The defrost water
overflows into the ref. or freezer or on floor
Run Hot water in the drain until it clears or use a hairdryer.
Also check fan undernearh Ref in the rear
Clean condenser coils underneath

I don't think that you should do this one . the problem mey be several . 1 may be the evap has iced over and this is a defrost problem . the other is a control problem which would cause the ice problem and no defrost / my guess is it's a control failure a nd will require a replace or it . this is called in the service ( the jazz board ) .. the board is not cheap and if you buy it and install it ( its yours ) .. .. hope this helps mm feed back pls ..

It's usually caused by the condenser fan which is underneath around back. If it's not running when the compressor runs it will cause the problem you describe. You will need to remove the cardboard backing on the back of the fridge to access the fan.

It's a Jenn-Air, you will need a service call. They are totally electronic and very complex. Look in the manual first as there may be a child lock function on the controls. It sounds like a thermister has failed though which is a temperature control device. It shouldn't freeze at 38'F, 6' above freezing.
