The "Basic Input Output System" aka BIOS does not support the current stepping of... Have you made sure virtualization is turned on in the BIOS and or likely EUFI if your working on newer systems. Also another couple settings there to consider for multicore processors to work at optimal performance. In addtion: your BIOS EUFI may have a update available and need that in order to work right and or even recognize the newer CPU's you installed
How to install windows server2003in ibm server x3400
The install is fairly easy. Before you begin make sure if you have SCSI adaptors installed have the drivers for them on hand. If you do not have these drivers you should download them to a 1.4MB floppy disk. When you are ready, put the Windows Server disk in the cd/dvd and reboot the IBM. Follow the instructions on screen and you shoud be fine. From start to finish it should take you about 1 1/2 hours to complete everything.

This is not a power button issue but sounds like you have a bad motherboard . You would have to replace motherboard. Check for bulged capacitors in Motherboard, if found, its confirmed...

Since you haven't mentioned the type of server its unsure server has single type or dual type SMPS. This issue can due to SMPS as well Plannar (motherboard) issue. But as per post i really doubt you have bad motherboard since you see BMC and other LEDS on motherboard gets blinking..
You can troubleshoot motherboard issue this way. Press and hold server power button. Check if this makes server start. If it starts, then its confirmed you have bad motherboard.. You may also inspect whether motherboard has bulged capacitors inside..

Wake on lan enable
enable wake on LAN in bios then download a wake on LAN program. correct the settings to what you want and then test.
just be aware that for WOL to work you need to have a PC on to run the program and then of course send the request
