You will need to check the capacitor on the machine. It can be tested with a capacitance meter the easiest. It can be tested with a resistance meter, but this will tell you if the capacitor is shorted or open. It will not tell you the capacitive value if the component has drifted out of tolerance. You put the meter across the terminals and watch the display for counting up to infinity. This will occur quickly and disappear very quickly. Now reverse the leads on the terminals, (reverse the polarity). The same thing should happen, but a bit more pronounced. It will once again rise very quickly and go to an infinite reading. This tells you that the capacitor isn't shorted or open internally. Here is the capacitor to order if you should find it bad.
If the unit is leaving the clothes to damp after the spin cycle, you will need to replace the clutch assembly. Here is the clutch kit to order. Here is a video to show you how to replace the clutch.

unplug the power. open the top of the washer to expose the tub. Hold on to the top layer of clothing and rotate the tub by hand in the direction that untangles the clothes.
I am betting it is in the dryer. Here is a video to show you how to open it. Please let me know if you find it in there. Look thru the COMPLETE duct work and blower. I doubt it is in the washer. If it is, it is under the agitator. If you should need any further help, please visit http://appliancecafe.com/phpbb/ and register to login to the forum.Good Luck!
If the top lid is open it will not agitate and neither spin. since you confirm it spins. please check the main belt which should be loose and needs replacement.
Most likely it is the spin tube bearing worn. Reguires some know how and special tools. Requires a major dismantle of the machine and usally I did these repairs in the shop. Bearing will eventually sieze over use and time. Labor will probably exceed the value of the machine.
Check for MINERALS in the fill valve screens where the hoses connect. Most likely the hot side is the one that is plugged due to hot water tank sediment. Clean screen and replace hose with NEW RUBBER WASHERS!!!!
