Discoloration on clothes
I don't believe it is your machine as much as it is your water needs testing. You might have too hard of water.
Possibly rust, calcium, fluoride, or chlorine. Your PH could be too high or too low and your water could be acidic or more likely alkaline. Alkaline water will definitely create anomalous water staining.

How to repair the doggettes
Pop off the cap on top of the agitator. After you've done that, you'll see a bolt head down inside the agitator. Grab a socket wrench and the appropriate size socket and remove the bolt. Then, lift up on the agitator and it should come out. Then, remove that piece that the head of the bolt you removed was holding down. That's where the doggits live. You should be able to figure it out from there.

Whirlpool cabrio washer
Looks like the motor is having a hard time starting. Try changing the motor capacitor, it jump starts the motor. It is cylindrical in shape aluminum color, sometimes black or may even be plastic white. Also, if it is not a direct drive, inspect the drive belt it could be worn out.
